The anxiety over emerging-market stocks has subsided, and even Brazil’s election results are just a blip in the larger world of developing countries.
Seven days after climbing to a 16-month high, the Chicago Board Options Exchange Emerging Markets ETF Volatility Index, used to gauge investor trepidation, had its biggest weekly drop in almost three years. The gauge ran off eight consecutive days of declines, the longest streak on record.
Options sellers are charging less for protection against emerging-market stock losses even as Brazil’sbenchmark equity index fell to a six-month low the day after Oct. 26’s election. With Europe at risk of deflation and U.S. investors facing the end of quantitative easing, developing countries from India to Mexico have outlined commitments to economic improvement. That’s making the panic subside, according to Mark Luschini of Janney Montgomery Scott LLC.




“The sense is that emerging markets have fewer economic headwinds right now than developed countries,” Luschini, chief investment strategist at Philadelphia-based Janney Montgomery Scott, which oversees $67 billion, said in an Oct. 28 phone interview. “People have gone long emerging-market equities. What’s happening in Brazil is idiosyncratic and not indicative of all emerging markets.”
Luschini currently owns emerging-market stocks from Mexico, Vietnam and China.

Brazil Election

The optimism is offsetting concern about Brazil, which saw the Ibovespa stock index tumble as much as 6.2 percent on Oct. 27, a day after President Dilma Rousseff won re-election.
“Money tends to be fluid in flowing to where the least uncertainty is,” Bruce McCain, who helps oversee more than $25 billion as chief investment strategist at the private-banking unit of KeyCorp in Cleveland, said in an Oct. 24 phone interview. “The stronger internal growth dynamic, along with cheaper valuations, make these markets more interesting to investors than they have been.”
The emerging-markets volatility gauge plummeted 23 percent last week, the most since December 2011. The record eight-day drop included a plunge of 9.1 percent on Oct. 21.
Options on the iShares MSCI Emerging Markets ETF cost 2.4 points more than those on theSPDR S&P 500 ETF Trust (SPY) on Oct. 27, according to three-month implied-volatility data compiled by Bloomberg. That was the narrowest spread since March 2013 and compares with an average of 6.2 points in the past year.
Even amid renewed optimism around developing markets, growth in a bloc consisting of Brazil, Russia, India, China and South Africa will slow to 5.2 percent this year, economists forecast. That would be down from 5.7 percent in 2013.

It marked the strongest back-to-back readings since the last six months of 2003. The median forecast of 87 economists surveyed by Bloomberg called for a 3 percent advance.
Growing oil production is limiting imports and contributing to a pickup in manufacturing, allowing the economy to overcome slowing growth in overseas markets from Europe to China. At the same time, job gains and cheaper gasoline are giving American consumers the confidence and the means to spend, brightening the outlook for the holiday-shopping season and helping explain why the Federal Reserve ended its bond-buying program yesterday.
“The fundamentals behind the consumer are improving as job growth gains traction,” Russell Price, senior economist at Ameriprise Financial Inc. in Detroit, said before the report. “And with consumer confidence rising, that is a clear indicator that consumers are feeling better about the economy.”
Forecasts in the Bloomberg survey of economists ranged from 2.1 percent to 4 percent. Today’s estimate is the first of three for the quarter, with the other releases scheduled for November and December when more information becomes available.

The world’s tallest twin towers will be the centerpiece of a new residential and business project in Dubai being developed by Emaar Properties PJSC (EMAAR) and Dubai Holding LLC.
The first phase will start Nov. 1 with the sale of 350 apartments in two smaller 40-story towers, according to the companies. Those buildings will take about 2 1/2 years to build, Emaar chairmanMohamed Alabbar told reporters today.

The companies didn’t provide a cost or a timeframe for the entire 6 million square-meter (65 million square-foot) Dubai Creek Harbour project or the buildings set to break the record held by Kuala Lumpur’s 88-story Petronas Towers. The two apartment buildings being constructed first are set to cost around 3 billion dirhams ($817 million), Alabbar told Al Arabiya TV in an interview.
Residential property prices in Dubai slowed since the start of the year as mortgages were restricted and the government increased a transaction tax to damp the market. Home prices surged at the fastest pace in the world last year, igniting concerns a bubble may be forming.

“The market’s cooling down is healthy,” Alabbar said. Increasing supply “is a good for our customers because it keeps prices at reasonable levels. In 2013, things went crazy because supply was limited and, as long-term developer, the spike scares me.”
Concerns about Dubai’s property market have abated since the spring, Masood Ahmed, IMF director for the Middle East and Central Asia, said in an interview in Dubai today. That’s thanks to the government “trying to impose a few bits of grit in the system of real estate transactions,” as well as more restrictive lending by banks, he said.

Dubai had one of the world’s worst property crashes in 2008 as home prices slumped by more than 65 percent across the city. The bubble burst as the global credit crisis caused speculative demand to wane and banks restricted lending.

Dubai’s economy is rebounding and the IMF expects it to grow 5 percent this year and next year compared with 4.6 percent growth in 2013, IMF’s Ahmed said.

Before receiving their degrees and joining the ranks of their profession, nurses take what is commonly known as the Florence Nightingale Pledge. The original oath read, in part: “I endeavor… to devote myself to the welfare of those committed to my care.”

The complex realities of modern healthcare make that commitment harder and harder for nurses to honor, and while that sentence has been excluded from the pledge for some time, the responsibility remains. In actuality, modern nurses only spend 20 minutes of each hour on direct patient care, with paperwork and record-keeping tasks reducing the time available to spend bedside. It’s no wonder that the biggest complaint among patients is unresponsiveness to comfort requests, according to a Xerox research study on nurses’ daily activities.


However, the research also identified a large opportunity: If nurses’ administrative duties, specifically those associated with the use of electronic medical records (EMRs), could be automated and the information made easily accessible, it would free more time for direct patient care.
Nurses’ workloads are mostly driven by doctors’ orders and hospital care policies, both of which are often stored in EMRs. Nurses typically start their day by logging into the EMR system and making notes on paper about what needs to be done. As the day unfolds, nurses return to EMRs frequently for updates—to check on medication status, pick up new orders or lab results, or simply to document their activities. Beyond those time drains, EMR sessions can also be cumbersome, and often require navigating multiple menus to get to the necessary information, further reducing the time nurses have to administer care.
The idea that nurses are forced to waste so much time struck a nerve, so to speak, with Xerox researchers. The European Central Bank’s stress test marks the passing of the region’s banking crisis, Eurogroup President Jeroen Dijsselbloem said.
“I definitely think the banking crisis is behind us,” Dijsselbloem, who is also Dutch finance minister, said in an interview with Bloomberg Television in The Hague yesterday. “I am never free of worry, so I do feel that banks have to keep on working managing their risks, strengthening their capital ratios where necessary also in the future.”
Twenty-five of 130 lenders tested failed the balance-sheet review led by the ECB, which found the biggest capital hole lurking in Italy. While the Frankfurt-based institution identified a total shortfall of 25 billion euros ($32 billion), most of that is covered by measures undertaken by the banks this year.
Dijsselbloem said he is “quite confident” the banks that failed will be successful in bringing in more capital. “The numbers are manageable. It is very important to get that done so that everyone can be rest assured that European banks are once again solid.”
Nine of the banks that failed are Italian, with Banca Monte dei Paschi di Siena SpA leading the pack with a capital gap of 2.1 billion euros. In Portugal, Banco Comercial Portugues SA was found to have a shortfall of 1.15 billion euros. The bank said in a statement yesterday after the ECB published its results that measures undertaken this year are sufficient to make up the difference.
