In 1964 the world record in 100 metres race was 10.06 seconds. Now the world record is 9.58 seconds set by Usain Bolt in 2009.
Anybody who runs 100 metres at 12 seconds will not be able to do much as in almost the last 45 years the record has stayed mostly under 10 seconds.
